Nosov is sure that by itself equipping the wheels with chains in the ice does not cause any insurmountable inconvenience to the drivers of heavy trucks. The deputy offers to impose a fine of three thousand rubles on a driver who ignores this requirement of the law.

The text of the bill states the obligation to ensure a “chain” move from October to March, but with the proviso that this period will be tied to a specific region.
