Alcohol and drug intoxication at the wheel
С осени 2017 года наказание за езду в состоянии наркотического или алкогольного опьянения стало строже. Раньше водителя ожидало лишь лишение прав. С этого года article 12.8 редактирована, и наказание для водителя усилено.
Article 12.8 sets out the main points that affect driving while intoxicated..
- Driving a car with a podshofe or under the influence of drugs (without committing a criminal act) threatens the offender with deprivation of the right to control the vehicle for up to 2 years and the imposition of a material penalty of 30 thousand rubles.
- For transferring control of his car to another driver, who is under the license, the car owner will be fined 30,000 rubles and deprived of the right to drive the vehicle for up to 2 years.
- For driving under the influence of alcohol or drugs, a person who does not have a driver's license is subject to administrative detention for up to 15 days. If it is impossible to arrest him, they impose a financial penalty of 30 thousand rubles on his face.
Drinking and driving alcohol is prohibited. Article 12.8 of the Administrative Code establishes the legal liability that arises upon the establishment of intoxication. Fact is determined by medical examination. If the examination reveals ethyl alcohol in a concentration above 0.16 milligram per 1 liter of air that is exhaled by the driver, then the violation is recorded and the above penalties are applied to the driver.

If the driver refuses to be examined at the place of his arrest or if a dispute arises when the driver denies the results of the examination, he is redirected to the medical institution for its repeated conduct.
Повторная экспертиза должна являться независимой. Ее проводят в специально созданных пунктах или кабинетах медицинских учреждений. Пункты survey должны соответствовать требованиям. Например, в них должны работать как минимум два медработника. Соответственно пункт оснащают минимум двумя рабочими местами. В нем устанавливают оборудование для безопасного содержания биологического материала и умывальники. 
In rural areas, the examination is carried out by specially trained paramedics who have a license to conduct it. If the absence of a license is revealed, the driver can unconditionally contest the results of the examination.
