The essence of the problem
According to the traffic police, excessive tinting of car windows increases the accident rate on the road. Due to the film or spraying, the driver loses sight of the small details of the environment. This leads to a slower response to current events, which is fraught with accidents.
Like other issues related to vehicle modification, toning is governed by state standards and traffic regulations. For deviations from the permissible parameters of the new law on toning provides for administrative penalties.
At the current moment of 2016, the adjustment of the blackout rules is as follows:
- permissible process is the tinting of any automotive glass, there are only restrictions on the parameter of transparency for individual zones;
- rear window and a pair of rear side windows can have up to 100% blackout - absolutely “blind” tinting;
- for front windshield the coefficient must be at least 75%;
- side front windows near the driver and passenger must pass at least 70% of the luminous flux;
- on the windshield may be present tinting strip with any ability, but limited to a width of 140 mm;
- It is forbidden to use a mirror film or spraying on any windows of the car.
You need to know that in the measurement of the permitted protective film on the windshield, the inspector takes three measurements in different places, and then finds the average value.
If the parameter exceeds the permissible figure, you will have to pay a fine.
It is not recommended to use a tinting film that has a value of 70% throughput. This is due to the physical features of the glass. It does not allow 100% light into the car. The approximate value of pure glass will be 95 ... 97%, so if these percentages are underestimated by 70%, using the coefficient of 0.7, then we will end up with unacceptable figures.See also: How to pass inspection
You can get into the allowed interval by buying a film with a obviously lower coefficient. You also need to purchase it from legal suppliers, which guarantee its quality and regulated indicators. Visually, not in all cases you can independently identify the percentage of blackout.
It should be borne in mind that many devices used by traffic police inspectors in the field, produce a result with a certain error specified in the instruction manual.
Also during the misuse of the device itself during the measurement process, an employee of the internal organs is able to significantly distort the final figures. To this end, it is also envisaged to carry out measurements at three different points, and then calculate the arithmetic average of the practically obtained percent.
The inspector has the right to control the level of transparency of the glasses only in the temperature range acceptable for this operation from -10C to +40WITH. At the same time dry weather should be, and the glass should be cleaned of possible dust and dirt, which underestimates the real readings.
If the driver sees in the actions of the inspector any unlawful actions, he has the right to disagree with the results of measurements. After this statement, the inspector must provide two witnesses who can record the fact of the measurement and the data obtained.
Some car owners are even ready to pay a certain law value for the privilege granted, to drive with tinted front windows. However, for private transport there are no such loopholes in the law.
Public services can have a car in its fleet of vehicles with significant shading. To do this, the car is issued a special permit. In some cases, this is due to production needs. The granting of this right to the civil category of a car, even under special conditions, is not yet discussed.
Punishment for significant shading
This year, the deputies reviewed and submitted to motorists the law on toning, describing the technical regulations on the tinting of vehicles. According to this regulatory document, the driver of a car who is equipped with overly darkened front windows has a wide film on the windshield or has a mirror tint, must pay a fine of 500 rubles. Remove numbers for multiple violation will no longer be. This rule is eliminated in the new law. Drivers will be fined the same amount, even if one has a greater film width, the second has a tint 1% higher than normal, and a third has a 25% excess. For the first time, each of them will have to pay 500 rubles.
If the driver has not removed the tint, then he can be fined again. For this, a penalty of 1,000 rubles is established. The State Duma considers the increase in fines in the first case to 1,500 rubles, and in the second to 5,000 rubles. And when the inspector in the future catches a malicious violator, then according to the new rules, which have not yet been adopted, there will be a deprivation of rights to 2 months.
